To make the hat, all you need to is take one of the black cupcake lining papers and fold it in half twice. This will leave you with a triangular shape that has a point at one end and a wider blade at the other, resembling a classic witch hat. Put on a small piece of sticky tape to hold in place.
After you have repeated this process several times, you will be ready to start assembling your witches. Stick the cocktail sticks into your cake in the areas you would like witch hats. Open the cupcake paper out so it is 3D—like a witch hat—and simply drop it onto one of the cocktail sticks.
